About the NCDOR Letter of Intent
Software providers seeking to participate in MeF ATS testing and/or developing substitute tax forms for North Carolina tax forms, must obtain prior approval from the NCDOR by submitting a Letter of Intent (LOI).
How to Request a Letter of Intent
If a software provider does not have access to the State Exchange System (SES), email allaboutforms@ncdor.gov with the subject line “SES LOI Access Request." In the body of the email, please include the name and email address of the individual(s) who will need access to SES.
How to Submit a Letter of Intent
- Access a copy of the Letter of Intent through the State Exchange System (SES).
- Complete the web-fill version with the required information.
- Send the completed document to allaboutforms@ncdor.gov.
An email acknowledgement will be sent within 2 business days of receipt of the registration. If you have not received an acknowledgement within 2 business days, you may contact allaboutforms@ncdor.gov or call 919-754-2625.
